No, level 44 is correct for 0.95.3.
However the latest version is 0.96.1, and its level is 53.
Hence the warning from freshclam.

Note that latest version means latest upstream version, not latest
provided by distribution X.

Did you read /usr/share/doc/clamav-*/README*?
IIRC Fedora had quite a detailed README on how to setup the init
scripts (I think it involved creating some config files, and some
symlinks).
Why they don't ship a package which just installs a working init
script, I don't know. You should ask them.
