It's set by ClamAV within the source code itself; this reflects the 
capabilities of that particular version.  It's not a configurable setting; to 
fix this warning, you need to upgrade to the latest version of ClamAV-- which 
you generally should be doing for any security-related software, anyway.

If you installed ClamAV from source, it probably will be located at 
/usr/local/etc/clamd.conf, although people or package builders might change 
--sysconfdir to be /etc/clamd.conf.

That's up to the builder of the precompiled package to provide a 
system-specific startup script.
In my case (FreeBSD port), that's /usr/local/etc/rc.d/clamav-clamd.
