There is no setting for this.  You are running 0.95.3.  The current
version is 0.96.1.  The program is simply warning you that you are not
running the latest version.  Upgrade to 0.96.1 and the message will go away.

A default clamd.conf should have been installed by the package.  Where
it goes depends on the package.  Try this:

$ rpm -q clamav --filesbypkg | grep conf

If that doesn't give anything useful, try one of the other packages.

The init script is dependent on the packager.  If it doesn't exist,
complain to whoever created the fedora package you are using.
