That will be a very clever script. It will have to read and understand the
changes, the readme, and be aware of new config file options or
modifications to existing options, and it will have to be adaptive to any
changes the vendor deems necessary. In my shop we call that proccess "the
admin", but if somebody can replace that with a script I'll be very
interested.

Which platforms to you anticipate supporting and will you offer cvs
updates and snapshots? I need to use ksh. I will use bash if absolutely
needed but not tsh. Perl is right out, of course, because that introduces
the whole cpan layer and expands the effort to keep those modules current.
I assume you will offer a mail list or two for support, and enough
bandwidth to handle traffic spikes when new versions are released.

repeat as necessary

The most time consuming part of that cycle in man-hours is the beer segment.
