freshclam is not necessary - it is just useful. Once you have gotten the database files onto your clamav server you can signal the running daemon to reload them. The vendors have even provided the means to do so. There are miriad ways of getting the database files to your system. May I suggest you stand to learn quite a bit by simply experimenting with the tool. You are saturated with poor information regarding its workings. And why you wish to use ftp, the least secure protocol, is somewhat astonishing and not firewall friendly. Wget and curl are at least as easy as ftp and no less secure, and will retrieve your database files effeciently. How you get them to your av server has been discussed.
