I had this same problem. Not sure what the proper way to do this us but: if edit clamav-milter Makefile (in the sub dir) search for and replace the string "../docs/clamav-milter.8" with "../docs/man/clamav-milter.8" then it will make and install (assuming sendmail-devel is installed).
