Hi Dimitry,
removing of the other cards did not help. The chassis still boots into
PFC3 mode.

I think it could not have helped at all. I am sure mixing of DFC (same
version of PFC) and CFC enabled linecards works.
We have in production other 7606S boxes, with a mix of CFC and DFC cards
and it RUNS in PFC3CXL.

After a reload with card inserted and powered, the chassis
loads to PFC3 mode.
7606S-lab#show platform hardware pfc mode
PFC operating mode : PFC3C
As soon as I remove the card, reload, the chassis loads to
PFC3C-XL mode. When the card is inserted, it's powered down,
to prevent DFC mismatch. Even when the DFC and PFC version
is the same..both XL.
Any thoughts what can be wrong? Other than 'two faulty DFC
modules'. As I said, both are from different sources and we
have used both previously so it's really unlikely.
