 You may file a bug on this.  Something along the lines of...

"The wrench buttons in the render file format dialog don't 
look like buttons.  A button is something that affords pushing, 
something protruded, square or round, with a label."

Requiring the user to hover the mouse over elements to discover 
them is called "mystery meat navigation".  Not a compliment.
