Your description misses at least one step from the official how-to.
May be worth checking:

  Start and Enable the SQM scripts. To do this, choose System → Startup
     Click Start to start the SQM process
     Click Enable to start the SQM process when the route reboots

Ah... That would explain everything. Indeed, I missed that part. Thank you for noticing that.

The original qos-scripts definitely required that step.  IIRC, it's an
openwrt convention that installing a package doesn't automatically
enable its startup script.

Is this also the case if build it in via make menuconfig instead of a package?

What about for cerowrt? It's not started by default there as well?

The box(s) are back at my apartment so I can't examine them at the moment.
