Did you configure:

router-id 10.68.0.65

under the OSPF process, AFTER the router had decided on 10.68.63.129 being
the OSPF RID? (highest active loopback int/highest active physical int etc)?

If you have active ospf adjacencies, the manually set router id of
10.68.0.65 will only take effect AFTER you clear ip ospf process or reboot
router eg.

Router IDs are not local to a router, they need to be unique within the OSPF
domain.
