The router will have ARP for devices on the same IP subnet attached to its ethernet interfaces. It could also have ARP entries for devices not directly connected assuming you had another device doing proxy ARP on the segment and a static route pointing to the exit interface only. (IE ip route 1.2.3.0 255.255.255.0 fastethernet0/0)
