I configure this stuff a lot of years ago with two 2501 with tunnel interface over ethernet and work perfectly

First router have 3 WIC-2T and the second 1 WIC-2T. As the output show the frame-relay PVC over the GRE tunnels never come up. I read and re-read a few configuration examples and everything says that configuring must do the trick but for some reason my home lab is against me.
