The discussion at https://forums.developer.apple.com/thread/114179 states that the needed Apple tooling may only be run on Apple hardware. That seems like a problem that can be overcome.
I already found https://gitlab.com/marnen/lilypond-mac-builder before posting my question. It is not maintained for over a year.
