Hmm -- I don't think this is a Critical issue, since it's not demonstrated as a regression against a *stable* version.
To be Critical, it should be a regression against the last two stable versions.
However, I do agree that this represents a bug in the spacing code, as there is space in the layout for the shortened stems.
