The regression test stem-length-estimation.ly is described as "Stems with
overridden 'length should not confuse height estimation. This example
should fit snugly on one page.". Using 2.13.40 this occupies 1.5 pages.
I've categorised this as critical regression, since it was OK in 2.13.36.
However, it may be related to a general change in the stave spacing, in
which case it may be the case that the only change necessary is to update
the regtest.
