I have created Bug 1062 for discussion of the regression caused by 879043. These are two different issues; after fixing 1062 by accounting for non-staff elements of the system, the problem of the skyline not being rectangular, thus sometimes causing significant white space / cutoffs, still remains. So, let bug 1062 be about the
