We seem to find ourselves in a position where, instead of speculating about
what he meant, we might have to do something drastic like asking him. ;-)

That's a legitimate question.  But it's a legitimate question even for one who
never ventures outside the comforting walls of environment 0.  It is, in fact,
a longstanding bug report living over at bug #57556.  The environmental
shuffle might bring that problem up in new ways, but it didn't invent the
problem, and changing environmental behavior won't solve it.
