Ah, good, I think that adds a lot of clarity.

I agree; this situation looks analogous to that one.

I don't think we need a new status; the "depends on" blinder suffices to the
(human) browser what's going on with the ticket, because (at least on GUI
(software) browsers), the background of the ticket row in the table is shaded
red for open and green for closed.

The only gap I really see is that one has to remember to scroll down to see
that blinder.  I think I see some space in the UI, maybe under the
"Submitted:" field, for Savannah to report "Depends on: #66387, ...".  If
something like that were implemented, I don't think we'd need to do anything
different to manage this ticket effectively, even if months pass between
views.
