I read it first as referring to how Bush got elected, but after reconsideration, I think Nick intended to illustrate what it would take for him to become president. Taken that way, I'd guess that Nick winning in '08 would probably require magic or hacking. Still, "what would you do if elected president" does seem a reasonable way to ask "what do you think should be done by the President? I think that thinking of what you would do as President is a reasonable way to think about which presidential candidate you should favor...so I'm not sure why Nick doesn't think it's a good question.
