That's an interesting comment.  At the time of Eisenhower's comment,
military spending was over half of governmental spending, and about 10% of
GDP.  In 2005, it was roughly a fifth of the federal budget and 4% of GDP.

Texas has long been an open shop state.  That's a tremendous burden for any
union.

There are Republicans with fairly low negatives...but not Democrats.  In a
recent CNN poll, three big name Democrats and three big name Republicans
were listed as potential candidates.  The public was asked if they would
definitely vote for that person (would), might vote for that person (Maybe),
or definitely wouldn't vote (wouldn't).  The results are:
               Would     Maybe    Wouldn't    Unsure
Clinton         22        28        47          3
Gore            17        32        48          3
Kerry           14        35        47          4
Giuliani        19        45        30          6
John McCain     12        48        34          6
Jeb Bush         9        26        63          2

Jeb Bush, for the Republicans, is clearly out of the picture.  But the other
two only have 30-35% of the voters saying they definitely wouldn't vote for
them.  That means they'd have to get about 60%-70% of the maybe's and
unsure's.  Clinton, Gore and Kerry would have to get 90%+ of the maybe's and
unsure's....or a number of definitely not's would have to change their
minds. 

That's a big hill to climb.
