Yeah, but a lot of the ones who remained behind did so because they do
not have cars or financial means to get out otherwise. And despite the
fact that the levees were known to many officials and readers of the
NO Times-Picayune to be questionable, I'm pretty sure that the average
person-on-the-street believed that when the storm only grazed NO, they
were out of danger. When President Bush misspoke that nobody could have
expected the levees to fail, I'm willing to bet that he was speaking a
general truth; most people did not expect the levees to fail, so they
may have thought they'd wait it out.
