I see you don't live on the Gulf. :-)  The Panhandle is the long thin strip
of land on the Northern Gulf.  The Hurricane advisory I referenced was
given just after it emerged off the west coast of Florida proper...where it
did kill people, as you correctly recalled.

I follow hurricanes in the Gulf very closely.  If it had it Houston, I
would have gotten off far easier than Rob's home (very close to Galveston
Bay, IIRC), but we still would have had close to 100 mph winds.
