That touches on an issue brought up on WWL-AM during the evacuation. 
According to the correspondents every highway leading out of New 
Orleans is a 2 lane highway. This is why you hear about people taking 
15 hours to get to a safe refuge.
It is also likely another reason why some people didn't leave.

It is difficult to expect people to leave when there is no 
infrastructur to support such a mass evacuation.
We have the same problem for Galveston and many of our coastal towns. 
It is far to easy to clog our arteries of escape.
