You've oversimplified. How do you define "child labor"? Throughout much of history, children working were vital to the survival of the family. In many third world countries, that is still the case. Now, I don't advocate 9 year olds working 12 hour days in a factory. But in some countries, 14 year olds working for 4 hours a day on a farm or at a traditional trade would not be unreasonable.
