I remmber that there were serious questions about why we stopped and it always seemed 
to me that the answer that we had no mandate to go after him was a lame excuse. You 
cannot disbute that he encouraged indigenous revolts and failed to help out those who 
were revolting. I believe very strongly that Clinton could not have gotten the 
consensus necessary to go after Hussain. After all he wasn't attacking any one so what 
be the drive to take him out?
