I remmber that there were serious questions about why we stopped and it always seemed to me that the answer that we had no mandate to go after him was a lame excuse. You cannot disbute that he encouraged indigenous revolts and failed to help out those who were revolting. I believe very strongly that Clinton could not have gotten the consensus necessary to go after Hussain.
