Positive for Mozilla as they've already mainly migrated to using the header,
and not planned for Webkit and they don't support rel=prefetch.

            Summary

            Chrome currently passes both 'Purpose: prefetch' and
            'Sec-Purpose: prefetch' headers as part of prefetch
