Sounds like you are opening the download directly with Adobe Reader? This would be done by using the open option.
Try saving the file before you open it, if you tab you should tab past the open button to save and then see if this makes a difference. When downloading anything from the internet you should always choose save thus the file would be checked on completion and at least then you have thw whole file still on your pc whereas if you open it the file is in a state that you have no control over. I believe it is the number of pages that is causing the problem? Jaws tells me it is processing page five of one hundred forty-nine, than announces it has reached six percent, ... then I'm looking at the original link on the webpage I was trying to download from. It is one of some eight EBooks I have downloaded and read today, none of the others gave me any trouble, but none of the others was more than seventy pages.
