Because I feel really bad for Mike taking so much time out of his life to 
repeatedly answer these questions, I ran a 3 second Google search using this 
question:
How to backup message rules in Outlook Express?

and I got this as the first hit:
http://www.pchell.com/support/backupoe.shtml

There are of course many thousands of other solutions a quick basic Google 
search away. I'm not trying to tell anyone what to do by any means, I'm just 
making a suggestion that will help one find their answer much faster than 
posting as well as giving those who answer their personal time back.

Hi Yvonne;

Look in your delete folder or the Recycle Bin.  If it's in the Recycle Bin,
select / highlight it, press the applications key, arrow to restore, & press
enter.  If you don't find it anywhere you can try making a new folder, if
you remember exactly how the old one was named, & make sure it is placed in
the Local Folders list.  Hope this helps.  Take care.
