I've been able to synthesize this from all the discussions: PHP will give you the same performance benefits as using mod-perl. PHP's drawback is that you are learning a language that can only be used for web programming. So well written mod-perl is comparable to PHP. I think the allure of PHP is that it is probably easier for a beginner to learn, but it is a dead-end, because you can't use it outside of web programming.
