PHP is a server side language that is easy and intuitive to add to HTML
templates.  The database
connectivity is very smooth.  It was designed with web pages and cgi in
mind.

Perl is an extremely powerful, multi-talented tool that is often described
as a Swiss Army Knife.
You can create embedded perl, you can create server side perl.  It's not as
easy to set up the
first few times as PHP is.

I've developed large sites with both.  And there are times when I'm on a PHP
site and I wish
for things in perl (foreach and perlmagick and mirror from LWP::Simple) and
there are times
when I'm on a perl site when I miss PHP (ease of working within HTML.  I go
nuts every time
I do a print >> EOF)  Learn them both, enjoy them both.
