I'll let the list help you on this as they are better than I am, especially 
for Win32 questions.  Two points though, you may have the wrong slot numbers 
defined in the catalog.  "update slots" can help, if that is the case.  
Debugging:  list volume=xxx  will tell you if the slot is properly 
defined, "status storage=xxx" will give you a lot of info on what the SD 
thinks is the problem.  BLOCKED means you need to do a console mount, ...

A couple of other points:

Always Open = no   is generally a very bad idea.

Having any explicit block size directives is generally a bad idea unless you 
*really* know what you are doing, and if you change them after writing a 
tape, you will probably not be able to read any tapes previously written.

Normally having Changer Device and Changer Command in multiple places is not 
recommended as they could get out of sync causing confusion.

Hardware End of File = no   is *very* unusual. I don't even know if it is 
implemented -- a potential source of problems, especially if it is 
implemented some day, it could cause all sorts of headaches.
