You've mentioned IDE but haven't said why, maybe you want IDE because
you don't want to purchase a SCSI adapter?

You also haven't said what you mean by cheap :)

HP make an external USB2 drive that holds 20Gb uncompressed which
retails for AUD$1309. The 36Gb uncompressed version is AUD$1554. They
also make internal USB2 versions of these.

I would recommend LTO over DDS, but you can double or triple the above
figures if you wanted to do that, and they don't come in IDE or USB, so
they meet none of your criteria :)
