First, congratulations to your courage - DVD writing is, as you have
learnt, something /real men only/ should try with Bacula ;-)
I've run quite some tries by now, and I guess I can set up a Bacula
system by now, but I wouldn't recommend DVD writing with Bacula yet.
One hint, regarding your latest observation of the label command not
working.
Basically, I guess you observed correctly. The simplest solution seems
to be to set up Bacula to use automatic labeling.
Later, you will probably find that recycling auf used volumes doesn't
work...
After all, DVD writing definitely needs more work, and I suspect that
there are some serious design limitations in Baculas DVD support.

I'm not sure that this will help you much as I've seen the problesm you
describe on linux systems, too.
The solution I set up is the following:
- Turn off automatic volume recycling and pruning.
- Use a simple, customer-compatible :-) script to prepare DVDs for use
with bacula (i.e. format / blank the disk).
- Use automatic volume creation and set write part after job for each of
your job definitions
- Closely observe your backup process.
