because I don't see the "In Use Volume status:" that should come just after

As best I can tell, Bacula thinks the tape mounted on DLT-0 is blank or at 
least not a Bacula labeled tape.

You might try "unmount storage=DLT-0" then "mount storage=DLT-0".

Anyway, doing an unmount of that device should let you access it with mt.
