Without actually going through your configuration:
Bacula only recycles a volumewhen it really needs to, i.e. when there is (almost) no other way for it to continue.

Your best thing to do might be to limit the number of volumes in the pools. After that, bacula will reuse the existing volumes when the available space fills.

At least it does in existing configurations :-)
