This may be a silly question, especially since I don't know which version you're running, but have you executed an 'Update Pools' command since you changed the pool definition? I don't remember which was the first release in which the console always <b>automatically</b> did an Update Pools when started. If you have not done an update, and your Bacula version is old enough not to auto-update, it's entirely possible your Director is still working with old Pool definitions.
