Yes and yes.
Although if you'd be affected by the problems depends on your setup and your needs. Before considering to use the development version, I would recommend going through the archives of the development list.
My personal impression is that, using a simple setup (one SD, one tape 
drive, one catalog) things should be fine. Adding an autochanger and 
many pools will most probably work correctly. Multiple tape drives and 
multiple autochangers should be closely observed, I think, and finally, 
using DVDs and having more than one SD is definitely something I 
wouldn't recommend in a production system.
In any case, you should be ready to deliver bug reports and help fixing 
errors. The developers as well as many users will probably enjoyed to 
have more serious bet testing done.

I'd rather not have to install 1.36, then upgrade the database/clients/etc once a (possibly)
more stable release comes out.
