Ok. Consider it dropped.  Just was thinking aloud, trying to get a feel. 
Besides, aren't standards meant to be adjusted occasionally?

I agree it is a good thing to leave the destination to the installer which is
the SysAdmins usually.  The support files for the package would go into the
normal directories underneath the /opt/package.major.minor.version, E.G.:
/opt/autoconf-2.15/bin/
/opt/autoconf-2.15/info/
/opt/autoconf-2.15/share/autoconf/
