Does the rpi_arm64 u-boot.bin from the 2021.10p0 package work? https://ftp.openbsd.org/pub/OpenBSD/snapshots/packages/aarch64/u-boot-aarch64-2021.10p0.tgz It reverts the following U-Boot change 85f3fddbcc ("pci: brcmstb: Cleanup controller state before handover")
