Paul - Each ISP's fee category is set to the largest category which will accommodate their IPv4 and IPv6 resource holdings; i.e. it is the sum of the IPv4 blocks which is looked up on the fee schedule <https://www.arin.net/fees/fee_schedule.html> A /22 of total IPv4 holdings (and up to /40 for IPv6) is XX-Small, paying $500/year.
