that means that there is a firewall, nat device, or load balancer between you and the server that is timing out your connection so when you send more packets it no longer knows what to do with them so it drops them

a shorter timeout means that the connection is excercised more frequently, so you are less likely to time out.

If a longer timeout helped, that would mean you have something in your network path disconnecting you frequently but then reconnecting. This is a very rare situation.
