I drafted my proposal that way because I wanted to keep it conservative
in terms of gameplay impact. Outright banning scheduling on behalf would
close off a larger possibility space.
I'll have to consider the impact on safety, though. I'm not too
confident that my changes are going to do exactly what I expect them to.
Even if they do, scheduling on behalf is probably only useful in some
niche circumstances and not worth the attack surface, so I might go that
way.
