I suppose there's an argument to be made that as soon as Prime Minister is vacant, there will have been no public messages from the current Prime Minister in the past four days. I don't immediately see an unambiguous textual interpretation, and four-factors could go either way. But in any case, 4 days for just the tabled action is still too long. If you want to counterscam you need to somehow do it at by- announcement speed, before Janet catches up. ~qenya
