(Another note: If you intend to argue for the latter interpretation, and
have some way to prevent the referendum from being resolved in the next
four days, you should table your Emergency Regulation intent now, so
that it can be resolved shortly after making PM vacant. There's nothing
preventing you from tabling an action that the rules don't allow you to
perform *now*; you just can't resolve it until they do.)
