I'm in the same boat! It was obvious to me that there was some kind of
scam planned, and didn't say anything or bother voting AGAINST because I
didn't see exactly how it was going to happen and was curious to see the
execution, but I at least expected them to have to force it through
somehow.

The trick is that some of ais523's notifications refer to rule changes
as a result of proposals being *adopted*, rather than re-enacted by the
new rule. The escalator in question, if I'm not mistaken, is that
although proposals can only be adopted by resolving a referendum
(enforced at power 3 by Rule 106), Rule 208 fails to secure the action
of resolving a referendum, even though it contains language that looks
like it does. I spotted that a while ago and kept it in my back pocket,
but didn't connect it to this since I didn't see how they were going to
get the power-1 dictatorship here.

(If it's not that, we should probably fix that anyway.)

Unfortunately the only straightforward way to counterscam that I see is
an Emergency Regulation, which will be why ais523 waited until e was
Prime Minister to carry it out.

(To save anyone else wasting time double-checking: ais523 is not overdue
to appoint anyone Laureled as Speaker, and the initiation of the
referendum on proposal 9328 correctly stated its quorum, which has been
met.)
