How would you feel about it if there were also a tweak to that patent
title award method that preserved the 2 Agoran Consent requirement?
e.g.:

"The Herald, or any player authorised by the Herald's Administrative
Regulations, CAN award a specified Patent Title to a specified player
with 2 Agoran Consent."
