This is fairly straightforward - it's a way for a candidate in an election to
commit to a specific slate of Administrative Regulations in advance, so that
the voters can know for sure exactly what they're getting and how their chosen
candidate intends to conduct emself in office.

a lower bar. I'm not opposed (overall I'm leaning toward supporting this
proposal) but thought it was worth highlighting
