It is a lower bar for implementing administrative regulations, but a higher bar 
for repealing them - at the moment, Rule 2630 allows new electees to repeal 
their administrative regulations by announcement. Since administrative 
regulations only bind the officer, not other players, I think it's fine if 
they're easier for the officer to enact than to repeal.
