To "announce" is defined, so there's almost certainly no reading where an "announcement" can be in a non-public message. But I would argue that anything that states the claim of error is wrong would suffice, even if it doesn't meet the standard for a "by announcement" action. -- Janet Cobb Assessor, Rulekeepor
