None of those options in Rule 2201 are defining *new* actions, whereas this clause is. "Denying" the claim has its natural language meaning, "publish" is well-defined, and "initiate an inquiry case" is well-defined (except for "inquiry case", oops). -- Janet Cobb Assessor, Rulekeepor
